Waste Licence Changes in 2008
Waste Management Licences Changing in 2008
From 1st April 2008 all current Waste Management Licences and Pollution Prevention Control (PPC) Permits will become known as Environmental Permits.
This is more than just a name change - as there are some significant proposals in place (currently under Consultation) from the Envrionment Agency to change the way the new Environmental Permits are managed.
DEFRA have issued a short guidance document - available at the following link:
http://www.defra.gov.uk/corporate/consult/envpermitprog3/consultation.pdf
There will be 3 main categories of Permit:
1. Exemption Permits.
2. Standard Permits
3. Bespoke Permits
Amongst the most interesting of the changes is the proposal for Standard Permits - these will be, in effect an `off-the-shelf' type of permit for specific sectors of the waste management industry that have similar requirements and common licence conditions.
This may appeal to the IPA members who operate Waste Management Sites for Reconditioning and Recycling used packaging.
As it is currently proposed, the Standard Permits will attract lower annual subsistance charges and an easier to operate set of basic conditions - possibly with less frequent (but still stringent) inspection levels to reflect the simpler operating issues involved when handing empty packaging.
The changes are subject to a current DEFRA Consultation - which is also available for general comment and can be seen at the following link:

Please note that the deadline for this 3rd Consultation is 11th April 2007
