Waste Transfer Note details

Waste Transfer Note details:

A Waste Transfer Note (WTN) must be used whenever Used, Uncleaned Packaging is transferred from the end-user for treatment. The WTN must cover the consignment requirements of both the Waste Regulations and the Transport Regulations - especially if the waste is hazardous. (see seperate guidance)

NB: Hazardous Waste might not actually be classified as a Hazardous Product under such regulations as Transport of Dangerous Goods (ADR) - for example; mineral oils are hazardous wastes but not classified as a hazardous or Dangerous Goods product.

The WTN must contain the following information as a minimum (there are additional requirements for hazardous wastes):

1. Waste Producer / Supplier Name, Address and Telephone number along with the signature of a person authorised by the Waste Producer / Supplier confirming the waste is as detailed. 

For Hazardous Wastes (see seperate section for guidance) the current Hazardous Waste Producer Registration Number must also be provided (this is renewed annually with EA).

2. Waste Carrier Name, Address and Telephone number and with the Waste Carriage Registration number (obtained from Env Agency) and driver signature to confirm waste is as detailed by the Producer / Supplier. For Dangerous Goods the vehicle and driver must comply with ADR Rules - though there are select exemptions for empty packagings. EG: driver must have awareness training in place of full 5 year certificate.

3. Waste Description & EWC Code - this must describe the amount (eg number or total weight of drums), original / residual product name/s, and (for hazardous products) the ADR Class (eg; Class 3 for flammable liquids) and the European Waste Code (EWC).

Across the UK and Europe it is common practice for mixed loads of empty, uncleaned packaging consigned for transport to reconditioning companies to use the EWC Codes 15-01-10* (the mirror entry for packaging containing residues of or contaminated by dangerous substances) or 15-01-06 (the standard entry for mixed packaging) that is not classified as hazardous) which enables the easiest route for compliance when loading a variety of mixed types of empty, uncleand industrial packaging.

To comply with exemptions available under ADR (Transport of Dangerous Goods by road in Europe) any used packaging with Dangerous Goods residues must be properly emptied (see seperate definition) and the following wording must be used on the WTN - the number in brackets must show the ADR Class of any residues (eg Class 3 for Flammable Liquids, Class 8 for Corrosives etc.):

"Empty, Uncleaned Packaging (3) (8) ADR"

The name of any residue/s must also be shown for compliance with Waste Regulation.

4. Waste Management Site Name, Address and Telephone number plus site licence or exemption number (as issued by Environment Agency) and signature of authorised person to confirm the waste as accepted or rejected.

NB: Exempt sites may not handle any form of packaging with hazardous waste residues.
