Revised Hazardous Waste Guidance under WM2

The 2005 Hazardous Waste Regulations for England and Wales and the related guidance under WM2, were revised in September 2013 with a view to coming into effect from January 2014.
However, following discussions between the Environment Agency and The IPA in October 2013, it was agreed that, due to a lack of industry consultation, the revisions would not come into effect until 1st April 2014, allowing three months for meetings and dialogue between the various industry sectors and the authorities.
The IPA had a number of meetings with the Heads of Policy at the EA to ensure a true picture of industry practices and requirements was provided and to fully understand and agree various meanings such as what is "empty" and what is "reuse", "reconditioning" and "recycling" etc., when applied to industrial packaging.
These meetings have proven to be very useful for all involved and we are now confident that the rules reflect the real-world requirements of our industry and the end-users of industrial packaging.
There will always be case-specific issue to be addressed and the IPA are able to provide its members with clear advice on the Environment Agency's requirements, along with liaison with the authorities to ensure each case is properly considered and the best outcome achieved for the continued business of our members, along with the safety and environmental protection needed for a sustainable future.
